Noise Action

The Environmental Noise Regulations (Northern Ireland) 2006 (the ‘Regulations’) aim to avoid, prevent and reduce, on a prioritised basis, the harmful effects, including annoyance, resulting from exposure to environmental noise. The Regulations require noise mapping to be undertaken every 5 years for certain noise sources. Noise action plans, which are drafted based on the noise maps, identify priority areas which are impacted by noise pollution. This is the fourth round of noise mapping and action planning. The primary method for responding to this consultation is online via Citizen Space. Consultation closes28 August 2025, 11.59 pm

This consultation seeks your comments on the Department’s proposed Round 4 Industry Noise Action Plan which sets out how the Department of Agriculture, the Environment and Rural Affairs (DAERA), as the Competent Authority for industrial noise, will deliver its obligations under the Regulations

The Plan follows the approach set out in the Department’s Technical Guidance on Noise Mapping and Action Planning issued in 2013 and provides a framework within which DAERA can comply with the requirements of the Regulations.

The Action Plan analyses the results of the Industry Noise Maps in terms of the area, number of properties and number of individuals exposed to various levels of noise. The Action Plan identifies the numbers of people affected by the highest levels of industrial noise in the Belfast agglomeration and targets the top 1% for further investigation.
